Are there any MDM solutions (other than JAMF) that you would recommend? Has anyone had experience with Office 365's new MDM? Profile Manager is one service that I've used as little as possible because it is indeed problematic. I do not use OS X Server for VPN (not since the 10.6 days) and best practices mandate having your VPN connectivity at the network boundary, not behind NAT and/or a firewall.

One thing to check if you are using L2TP is if you have a VPN MPPE Key Agent User. Occasionally in the past, Server.app or OS upgrades have broken one or the other.

If only one has failed, you can try the other. I agree that you don’t need a 3rd party signed certificate if you are not working with the public, but it can help occasionally. PM is great for building profiles and testing, but doesn’t scale that well for many environments.

If so, I would also second the recommendation to install a different MDM. (This command can be helpful there, but be sure you want to do it!! We don’t know how many devices you are trying to manage, but often, blowing away PM and rebuilding can result in a more stable system. Even if you aren’t using it for users/groups, it is required for Profile Manager. Can you double check DNS configuration on the network and confirm both forward and reverse lookups are working? Then the next thing to look at would be the Open Directory configuration. If Server for OS X is being flaky there could be some underlying issue with the system or setup.
